Imports are a major component of Indonesia’s economic system, complementing domestic production and industries that require raw materials, capital goods, or specialised products from abroad. According to the National Statistics Agency (Badan Pusat Statistik), Indonesia’s total imports during January to July 2025 amounted to approximately USD 136.5 billion.

At this scale, import activity interacts with multiple policy areas, including domestic supply conditions, price stability, foreign exchange exposure, and trade balance management. As such, imports in Indonesia are not treated merely as commercial transactions between companies, but as activities subject to oversight under national trade policy.

Imports Remain Necessary but Require Policy Alignment

Indonesia maintains an open trade policy, allowing imports to complement domestic production where local supply is insufficient. However, certain commodities are subject to additional import controls to manage risks and ensure compliance with applicable regulations.

One of the procedures applied to selected commodities is a technical verification process verification or technical import tracing (VPTI), the results of which are documented through a Surveyor’s Report (Laporan Surveyor or LS).

Import controls are applied to address the following considerations from various point of views:

Government’s perspective • Ensuring imported goods comply with prevailing regulations and technical requirements • Strengthening monitoring, evaluation, and data availability for trade policy formulation

Importer’s perspective • Reducing the risk of shipment delays, rejection, or re-export at the port of entry • Ensuring imported goods are consistent with contractual specifications and import requirements

From the perspective of domestic producers • Supporting fair competition by preventing non-compliant imports from distorting the market • Encouraging a more level playing field between imported and domestically produced goods

From the consumer’s perspective • Protecting consumer safety through compliance with applicable standards • Supporting health, safety, and environmental protection objectives

Taken together, these considerations explain why import controls are applied selectively rather than uniformly. The specific procedures that apply depend on the regulatory status and risk profile of each commodity.

Where VPTI and the Surveyor’s Report Fit

Within the regulatory framework, not all regulated goods are subject to the same procedures. For certain LARTAS (Larangan Terbatas or Selective Restriction) commodities, Indonesia requires verification or technical import tracing (VPTI) to be conducted in the country of origin before shipment.

The outcome of this process is documented in a Surveyor’s Report (Laporan Surveyor or LS), which forms part of the mandatory import documentation for those specific commodities. By completing verification upstream, importers can reduce the risk of non-compliance, shipment delays, and corrective actions when goods arrive at Indonesian ports.

Understanding Indonesia’s Import Regulations More Clearly

Indonesia’s import regulations can be complex, particularly for commodities subject to LARTAS and VPTI. These goods require closer attention, as the issuance of the Surveyor’s Report (LS) depends on the accuracy of documentation, technical specifications, and compliance with applicable requirements from the outset.

This is why early understanding of regulatory obligations is important in managing import risks and avoiding delays at the port of entry.
