Import activities play a vital role in supporting Indonesia’s trade and supply chains. From consumer goods and industrial products to seasonal import items such as skincare, handbags to collectible toys and gadgets. Imported items help meet domestic demand and sustain business operations across sectors. However, not all imported goods can enter Indonesia under the same process. Some products that appear “safe” fall under the category of restricted goods (Lartas) and are subject to additional verification requirements. Without proper understanding from the outset, the anticipated seasonal import items may instead face the risk of being held at ports or airports.


This is why understanding import categories and applicable regulations is essential to ensure imported goods can enter Indonesia safely and smoothly.


Not All Imports Are the Same: Before Your Goods Arrive, Know the Category


In general, imports into Indonesia are divided into three main categories. The first is free goods, which can be imported without special requirements beyond basic customs documentation. The second is restricted goods (Lartas), which require additional permits and technical supervision. The third category consists of prohibited goods, which are strictly not allowed to enter Indonesia.


In practice, many import products unknowingly fall under the restricted goods category. Products such as cosmetics, toys, certain electronic devices, and goods subject to specific safety standards are classified as restricted goods and are therefore subject to controlled import procedures. These restrictions are imposed by the government to ensure that imported products are safe for use, compliant with applicable standards, and protective of consumers.


For restricted goods, import procedures involve more than just invoices and shipping arrangements. One critical document is mandatory: the Surveyor’s Report (LS). The Surveyor’s Report (LS) is an official document issued by a government-appointed surveyor confirming that imported goods have undergone Import Verification or Technical Tracing (VPTI) in the country of origin prior to shipment to Indonesia. Through this process, the surveyor verifies key aspects of the shipment, including the type and specification of the goods, the accuracy of the Harmonized System (HS) Code, compliance with applicable technical standards, and the completeness of supporting documentation. The LS serves as formal evidence that the imported goods comply with Indonesian import regulations and is a mandatory document for customs clearance of restricted goods.


Compliance Failures That Lead to Import Delays


Many imported seasonal items are delayed because they fall under the restricted goods category, which requires completion of the Import Verification or Technical Tracing (VPTI) process. This process is evidenced by the Surveyor’s Report (LS), an official document issued by a government-appointed surveyor to confirm that the goods have been verified prior to shipment to Indonesia.

To ensure a smooth overseas import experience, completing the VPTI process and obtaining the LS from the outset is crucial.
